With reference to the second paragraph of
Lord Onslow's Despatch No. 447 of the 30th. December, 1902, I
have the honour to inform you that Mr. L. A. M. Johnston,
Postmaster-General, visited Weihaiwei last month, and has fur- nished the Report, of which I enclose a copy, on the subject of postal arrangements in that Dependency and the proposal to establish a separate Post Office there. You will observe that
Mr. Johnston is in favour of allowing the Postal Administration there to remain for the present in the position of an Agency
of the General Post Office in this Colony.
I have furnished the Commissioner with a
